    Raakhi, I had just seen this lately, but forgot where. I just
    Googled "necklace length" with the quotes, and the first 5 or 6 hits
    had all the info you want. In terms of European vs American
    "standards", the only real difference is the metric measurements.
    The whole idea is how a given length is going to lie on a typical
    neck - above the collarbone, on it, below it, belly button length,
    etc. That doesn't really change by geography.
