    I'm not sure which resident artist program you're looking for
    information about, but there's a fairly new one in Washington, run by
    Artsmith. Their website is www.orcasartsmith.org. The deadline for
    this year's program has passed, but there's always next year... 

    The residency gives you a week in their beautiful Orcas Island B&B
    with most meals included. It's not specifically for jewelry or
    metalsmith, so it may not be what you're looking for.
