    European sizes define the inner length of the band, ie. if you
    (mentally) unroll the ring, it's lenght would be, in your example, 51
    millimeters (mm). 

    To reduce the size from 51 to 49, you would have to reduce the inner
    circumference by 2 mm or 0.08 inch. (1 millimeter = 0.0393700787
    inch).
