Noel,

    Should I dare assume that the 220 wheel is steel and the 280 is a
    soft wheel? If that is the case, there is still a loooot of
    difference as the 220 acts as a fine grinder whilst the 280 is a 1st
    sander which primarily used to do any final shaping (only slight
    though) and create a relatively smooth surface to the ?400?....I
    normally go directly to a 600 soft from the 280. 

    Without the 280 (which cuts much softer than 280 after it is broken
    in) the 600 will overwork and quickly become useless.
