    Sounds like a neat idea - have you thought about looking in shoe
    departments? I've seen really neat, very art deco type designs, as
    shoe clips - think you could probably adapt them for attaching to
    straps. It's just a thought 

    Also, I googled art deco rhinestone bow clips and found the two
    following listings - know nothing about either of them, but it might
    be a start for you Good luck.
