    I believe that the definition of a jeweler, from a customer
    perspective, is "the person who is responsible to the customer for
    the jewelery product", ie the person that the customer goes to in
    order to buy, commision or service jewelery. 

    Confusion over the definition arises within the trade. A
    sub-contractor has a jeweler for a customer, an employee has an
    employer for a customer, a wholesaler has jewelers for customers; but
    it is the customer who buys and wears the jewelery that has the final
    say as to who the jeweler is. 

    Was Faberge a jeweller? He employed 200 workers in his heyday;
    business people, designers, artists, and specialists in each facet
    of jewellery creation. They were well paid, worked 12-hour days, and
    their output had to be perfect (pieces not up to standard were
    summarily destroyed). Those were the days when time had a different
    meaning, and gold was worth more than labour. The customer went to
    see Faberge the jeweler, even though he never did any work on the
    actual pieces, he made it all happen, and he was responsible to the
    customer.
