    That sounds like it could be nickel, which usually is applied over a
    copper flash. Blisters nicely when soldered :) My three solutions
    for the problem were 

    1. turn down the job, 

    2. warn the customer that it might not be pretty and will cost a
    little more than normal, 

    3. offer to strip the nasty nickel and completely re-finish and
    polish the piece the way it should have been in the first place -
    expensive. 

    Usually they chose option 2 but a surprising percentage chose 3 even
    though it often exceeded the original purchase price. 

    60% sulfuric acid, lead cathode, 6 volts. All of the usual hazmat
    procedures and watch carefully, this is a rather vigorous procedure
    and once the nick le is gone the solder is next. The silver comes out
    a nice frosted matte white.
