    This is the sort of job the Roland MDX-20 does really well. It has a
    piezo-electric needle probe to (slowly) capture the 3d detail, and a
    milling spindle to carve out the reduced copy. All the software you
    need to do this is included with the machine. You don't need to know
    anything about 3d modeling, or much about CAM; the milling process is
    treated like a print job. 

    If you bought one of these machines you could do this sort of thing
    for yourself (and I sell them at a discount), but I could probably do
    it for you on mine, if you'd prefer. This would get you a master
    reduced relief you could take to a casting house for production in
    quantity.
