Hello Robert,

    I don't know about the inexpensive rolling mill part but I think that
    your task might well be done on a regular rolling mill like the
    Durston Mini-mills which are fairly inexpensive, comparatively
    speaking. 

    If you go to http://www.durston.com/prod-m-minimill.htm , for example,
    you'll see that the mill has those small outboard rollers.  They are
    are replaceable and are normally patterned by Durston to produce the
    Patterns and Profiles rollers as seen at
    http://www.durston.com/psp.htm 

    About a year ago I had a need similar to yours and was much helped by
    Durston. To make a long story short they can provide you with blanks
    of those outboard rollers which you can pattern as you see fit. I
    believe they were entertaining the idea of marketing the blanks at
    modest prices but I do not know the latest on that. Or you could get
    them to make a pair to your specifications. They were exceptionally
    and uncommonly helpful and generous to me and went to no small
    trouble to make sure I got what I needed to do what I wanted.
