    There are several distinct procedures to make a "denatured"ethanol"
    under federal  regulation that make them undrinkable and suitable for
    sale tax free.  I don't have the US regulation handy  but the web
    does show the Canadian standard methods. These are probably the same
    as those in the US:

    These make the material toxic or very unpalatable - not separable
    easily or economically  into a safe beverage.
