Hi Janet,

    Photoetching might be the simplest, least expensive way to acheive a
    mechanically precise gradient tone, which will have texture.  If you
    go to a Graphics Supply store, they have many kinds of halftone
    gradients that are on clear film (or if you have the necessary
    computer software and a compatible printer you can generate one
    probably in Photoshop and print on transparency "paper" -- which is
    actually clear). 

    Then you use the halftone gradient as the film for the photoetching
    exposure, and etch the silver. 

    Otherwise, and more expensively, Roland makes a mill-type product
    for re-creating photographs on metal (for charms or whatever) using
    a fine punching-type stylus. 

    A very low-tech method with no precise control would be to "eyeball"
    it, creating your texture with whatever tools you have on hand, from
    sandpaper to hammers to punches, and carefully diffusing from high
    texture to low texture. 

    Hopefully others will answer your query as well, and more creative
    solutions will pop up.
