    G'day; I haven't used the apparatus, but the basic idea strikes me
    as  reducng a tarnish film by means of freshly generated hydrogen
    gas.     If the work is placed in an electrolyte such as sodium
    sulphate or bisulphate and attached to the negative lead of a DC
    power supply, and the positive lead attached to a piece of stainless
    steel, tiny bubbles of very reactive hydrogen gas will be generated
    over the surface of the work, and will combine with silver sulphide
    tarnish, removing the sulphur and leaving silver. 

    Very much the same sort of thing happens as when a tarnished piece
    is placed in a bowl of hot sodium carbonate (washing soda)  together
    with a piece of aluminium foil.
