    No, salt does not neutralize vinegar. A SALT will be produced if you
    neutralize an ACID with an BASE (an ALKALI.) For example Acetic acid
    (vinegar) + Lye (Caustic soda) 

    You can also add a CARBONATE SALT - such as sodium carbonate, sodium
    bicarbonate or calcium carbonate ( marble chips and some chalky
    materials) but this "neutralizes" by producing an unstable acid
    (carbonic acid - not carbolic!) that deteriorates rapidly (fizzing)
    into carbon dioxide and water. 

    The confusion arises by the use of "salt" to mean only sodium
    chloride (table salt)
