    Vinegar is acetic acid ( CH3CO2H). As vinegar it is a weak acid
    diluted in water. To neutralize it you need a basic material. the
    most common household base is baking soda ( NaHCO3) or sodium
    bicarbonate. This is a basic "salt" of a strong base and a weak
    acid. The next common household base is Washing soda ( Na2CO3 )or
    sodium carbonate. It is similar to and related to baking soda. This
    is also a basic salt of the same strong base and the same weak acid.
    This will also neutralize vinegar. The solution is neutral when the
    CO2 bubbles stop. Ammonia is also a base   but it is not a good idea
    to use ammonia for neutralization because it can cause problems
    generating free chlorine if used in error with laundry bleach. 

    Table salt is a salt of a strong base and a strong acid and will not
    neutralize an acid such as vinegar or other acid used as a pickle. 

    Table salt and vinegar are sometimes used together to clean tarnish
    off of copper and brass.
